Are There Charities That Do Free Home Maintenance/repair?

My mom needs to change her homeowners insurance, but they won’t take her until she gets the roof done. Totally done. Financially im-freaking-possible for her. The agent that has her car (and my home and cars) suggested this as a possibility, but who would I ask? She (the agent) seems to think that it is a fairly common thing, but couldn’t remember the organization.

She may be able to apply for a government grant. You can try searching for “government grants for home repair” and see what results you get. There’s usually some criteria you have to meet including the condition of the house or lower income. It’s probably worth a try.
